Kherson was the first important city that Russia took at the beginning of the conflict and remains the sole regional capital under Moscow's hands; thus, retaking it would be a tremendous win for Ukraine.
As tens of thousands are being evacuated from Kherson, Ukraine, the Russian army has pledged to "fight to the death."
Civilians and Russian-appointed officials are fleeing Ukraine's southern Kherson region, and Vladimir Saldo, the Moscow-appointed head of the Kherson region, predicted that between 50,000 and 60,000 civilians would leave four towns on the west bank of the Dnieper in an "organized, gradual displacement."
Before a Ukrainian counteroffensive, the Russians are attempting to cling to the conquered city, and Mr. Saldo said that the transfer of people would be contingent on a decision "to construct substantial defensive structures to repel any onslaught."
A top Ukrainian official has accused Russia of organizing a "propaganda display" in occupied Kherson after Russian-installed authorities declared they were preparing to defend the city against an impending Ukrainian assault and advised inhabitants to escape.
The head of the Ukrainian president's office, Andriy Yermak, wrote: "The Russians are attempting to frighten the citizens of Kherson with bogus newsletters claiming that our army is bombarding the city and are also planning a propaganda performance involving evacuation. Propaganda is ineffective."
A pullback from Kherson would have both beneficial and harmful effects on Putin's forces.
It would let the Russian military withdraw over the Dnieper River on their terms, sparing equipment and the lives of troops.
