NBC News Congress is at least partially responsible for the Ukrainian city of Avdiivka falling to Russian control as federal aid to Ukraine remains unfunded, says Rep. Raja Krishnamoorthi (D-Ill.). “We’re seeing a big mismatch, and it’s only going to grow and it’s going to have some severe consequences,” says Rep. Krishnamoorthi.
