SSU exposes Kyiv company on helping sanctioned Rosatom build 5 nuclear power plants in other states

The SSU has uncovered a large-scale scheme of Kyiv Central Design Bureau of Valves devised to circumvent anti-russian sanctions.

The entity is a monopolist in development, mass production and supply of pipeline valves for nuclear power plants.

Until February 2022, the company exported its products to russia through its dealer in moscow.

The main customer was the russian state corporation Rosatom, which is using Ukrainian pipeline valves for construction of power units at 5 nuclear power plants in several countries.

The Kyiv bureau continued this cooperation even after the full-scale invasion and after a ban on export to the customs territory of russia, and sanctions against Rosatom.

A scheme was set up to circumvent the sanctions: Ukrainian products were ordered by fictitious customers - controlled foreign companies.

After the goods left Ukraine, the documents were changed for the consignments to be received the actual recipients - companies under Rosatom’s control, which are building the NPPs. In other words, after crossing the border, the products travelled along a ‘new route’.

Moreover, Rosatom ensured online certification of the pipeline valves manufactured in Kyiv.

According to intelligence, since the start of the full-scale invasion the company has carried out 16 export transactions with russia for almost UAH 42 mln (USD 1.1 mln).

Based on the evidence collected, the SSU has notified the director general of Kyiv Central Design Bureau of Valves and two of his subordinates of suspicion of aiding the aggressor state (Article 111-2 of the CCU).

During the searches, the investigators seized documents, computer equipment and communication devices with evidence of the crime.

The court has chosen custody without bail as a measure of restraint for the suspects, who are now facing up to 12 years in prison.

The SSU is conducting the investigation under the procedural supervision of the Prosecutor General’s Office.
