John Libka's Time Play, Julio Rodríguez's Throw, and Umpiring's No Run Scores Washout Mechanic

Mariners outfielder Julio Rodríguez's heads up play to throw Reds runner Elly De La Cruz out at third base after catching Nick Martini's fly ball saved Seattle a run, as HP Umpire John Libka ruled R3 Jake Fraley did not score prior to the time play's third out. Let's review mechanics. Article: https://www.closecallsports.com/2024/04/john-libkas-time-play-washout-and.html

3B Umpire Jonathan Parra's timely out call of Cincinnati trailing runner R2 De La Cruz on Seattle 3B Josh Rojas' diving tag attempt proved key for HP Umpire Libka's timing to see that Fraley did not touch home plate prior to the third out being recorded at third base.

Finally, we clear up the rules myth that all appeal plays are treated similarly to force plays (the exception to the time play rule holds that force plays, batter-runners being put out before reaching first base, and appeal plays on PRECEDING RUNNERS for the third out always nullify potential runs scoring). Appeal plays for failure to retouch a base (e.g. tag-up on a fly ball) on trailing runners do not qualify for the force play exemption and, thus, are subject to time play rules concerning what came first—the third out or the base touch of home plate?
