Pastors should receive double honour because they are not just responsible for their own lives in faith but the faith of those in their spiritual care. Good examples must be set, grace must be administered, and encouragement given for parishioners. People are not to show partiality in judgment to pastors but should respect them. Pastors themselves should fill the office honourably for both good and wicked deeds will affect the people around them.
Paul references Luke 10:7 as scripture. The best explanation of this is that Luke was written at this point (early 60s AD) and it was already approved as a scriptural text, showing how the New Testament was starting to come together.
