Clergy are to publicly read scripture, preach, and teach. These are the main actions of the office but the core of the message given is salvation in Christ himself. He is the Saviour of all people, even those who do not believe--which means they need to receive him through faith in order to be saved. Pastors are not reckoned according to their age but the wisdom of the Spirit guiding them. This also translates into being living examples for their churches that laypeople may see what is honorable. Suitable candidates for ministry are to be ordained by other ministers and recognized by this gift that they have authority to read, preach, and teach God's message.
