Manitoba auditor general says abuse in care homes occurred, investigations flawed

Manitoba Justice Minister Kelvin Goertzen announced on Wednesday that the province's Protection of Persons in Care (PPC) office will be disbanded and replaced with an independent watchdog following a 41-page report from the auditor general of Manitoba.

The report began in 2016 to investigate serious allegations involving neglect and abuse in Manitoba's health care facilities. Goertzen said the PPC office's independent replacement will restore transparency through it's exposure to examination from Manitoba's leaders.

Former Justice on the Court of King's Bench William Burnett, tasked with creating the independent replacement, said that "it seems these problems are longstanding and I view it as an opportunity for improvement." Burnett added, "I am aware there is an election coming and I will work independently of governement to ask the tough questions."

Manitoba Liberal Leader Dugald Lamont reacted to the province's announcement later on Wednesday saying the independent replacement needs to take inspiration from British Columbia's care home watchdog where complaints can be submitted by anyone. Lamont added that critical incidents like those mentioned in the report need to be made public on the websites of homes.
