FRANCE 24 English As pressure mounts on Israel to protect civilians as it moves towards a ground assault of Gaza’s Rafah, Israeli Prime Minister Benjamin Netanyahu has ordered the military to create an evacuation plan for the city. But there is little indication of how the overcrowded city could be evacuated or where its residents would go, says France 24’s international affairs editor Philip Turle.
