The minimum wage, known officially as the National Living Wage, is currently £10.42 an hour for workers over 23. But Chancellor Jeremy Hunt has decided the rate will also apply to 21 and 22-year-olds for the first time. It means a full-time worker aged 23 on the wage would receive a rise worth £1,800 a year. A 21-year-old would see an effective £2,300 annual rise. The policy change comes ahead of Mr Hunt's Autumn Statement, which will see the chancellor outline the government's latest tax and spending decisions. Mr Hunt told the Conservative Party conference in October that the minimum wage was set to rise above £11 in April, but the confirmed rises represent a 9.8% increase for over-23s on last year, and a 12.4% jump for workers aged 22 and 21. The current minimum wage for those aged 21-22 is £10.18 an hour. The separate National Minimum Wage for 18-20-year-olds will also increase to £8.60 an hour from £7.49, meaning in total, the above-inflation wage hikes will benefit 2.7 million low-paid workers. Apprentices will also get a rise, with an hourly pay increase of over 20%, going from £5.28 to £6.40 an hour. The chancellor accepted the proposals in full from the Low Pay Commission, which advises the government on the minimum wage, saying that the Conservatives' target to "end low pay" by lifting the living wage to two-thirds of a measure of average earnings, had now been met. "The National Living Wage has helped halve the number of people on low pay since 2010, making sure work always pays," Mr Hunt said. But the move has not been without concern from some in industry. Last year's similar rise led to retail and hospitality businesses voicing worries over higher wage bills.

Wind is blowing dirt from nearby farm fields across the road and reducing visibility. There may be dozens of vehicles involved in crashes because of the dust storm.I-55 is shut down between Litchfield and Divernon, south of Springfield, Illinois. The rural cities are located over 30 miles from each other. The Divernon City Hall being used as reunification center for families of people involved in the crashPolice tell WCIA-TV that Troopers from Troop 6 and 8 responded to multiple crashes on I-55 near milepost 78 just after 11:00 a.m. There are 37 HAZMAT trained first-responders going to a wreck with over 20 vehicles in that area. Drivers are urged to take an alternative route.Wind gusts have been 41mph at Lambert Airport and 44mph at Spirit Airport. It is not yet clear how high the winds are south of Springfield, Illinois.

Pilot strikes are rare and would require permission from the federal National Mediation Board. The vote doesn’t mean a decision to call a strike would happen immediately. More than 96% of American’s pilots participated in the vote and 99% of them voted to allow the union to call a strike, the Allied Pilots Association said Monday. The APA called the strike authorization vote in March as talks for a new deal dragged on. American Airlines CEO Robert Isom had said the airline was ready to raise pay to match rival Delta Air Lines , whose pilots approved a four-year deal earlier this year with 34% raises and other improvements. “Today marks a proud milestone in our pilot group’s unity and resolve and an important step on our path to securing the contract we have earned and deserve -- one that prevents management from operating at a discount to our competitors and includes our ‘must have’ quality-of-life priorities,” APA president Capt. Ed Sicher wrote to pilots Monday. A spokeswoman for American Airlines said the carrier believes a deal is “within reach” and that a “handful” of issues are left to complete. “The finish line is in sight,” she said in a statement. “We understand that a strike authorization vote is one of the important ways pilots express their desire to get a deal done and we respect the message of voting results. Including higher 401 contributions, at the end of a potential four-year deal at American, a captain flying narrow-body planes would make $475,000 at the top of the scale while the most senior captains of wide-body planes would make $590,000 per year, based on a recent contract proposal. Pilot contract talks have been difficult throughout the industry, including at American, United Airlines and Southwest Airlines , as pilots seek not only increases in pay but quality-of-life improvements such as better, more predictable schedules as travel demand improves following the pandemic.
